The four levels the Bureau of Animal Industry counts weekly: regions, provinces, cities and municipalities, and barangays still under an avian influenza restriction.
What this figure is not
None of these is a count of active outbreaks. An area stays on this list until it is declared free again, and the companion page for areas with an on-going case reads far lower on the same date.
Why these are read together
The four counts are nested inside each other, so no single one of them is a fact on its own. A barangay figure only means something once you know how many regions it is spread across: the same number concentrated in one province and scattered over ten are different situations for a keeper deciding whether to move birds this month.

Each line is drawn to its own low and high, so the shapes compare direction and not level. A line that looks flat next to a line that looks steep can still be much the larger figure. Read the levels from the figures, not from the lines.
